
José Pina-Delgado is a Cabo Verdean and Portuguese national who holds a PhD in Public Law from the Law School of the Nova University of Lisbon. He is an Associate Professor of Legal Theory and Public Law at the Instituto Superior de Ciências Jurídicas & Sociais, in Praia, Cabo Verde, where he lectures Constitutional Law, Basic Rights, International Law, Administrative Justice, Legal History, and Theories of Justice and Philosophy of Law.
He is currently Justice and President of the Constitutional Court of Cabo Verde, and in that capacity has drafted hundreds of opinions, and also Pro Tempore Head of the Conference of Constitutional Jurisdictions of Portuguese-Speaking Countries and a Member of the Bureau of the World Conference on Constitutional Justice; previously he was a member of the National Human Rights Commission of Cabo Verde and a Former Special Legal Adviser on Public Law Matters of the Ministries of Justice, Internal Affairs, Defense and State Reform.
He has published papers on public law, human rights and legal theory and has drafted national human rights policy and legal instruments, namely the I National Human Rights Report and the II Human Rights National Plan of the Action of Cabo Verde, regulations of legal aid legislation and a bill on Asylum.
