The present chronicle gives an overview of important administrative laws that have been enacted in Germany in 2005 and 2006. As an important novelty in the field of general administrative law, the act concerning the freedom of information (Informationsfreiheitsgesetz) entitles citizens, for the first time, to access to information held by federal authorities. However, this right remains subject to substantial limitations. Apart from this, the administrative law concerning the service of documents (Verwaltungszustellungsgesetz) has been amended. In the area of regulation of network-based industries, amendments took place in view of certain requirements set out by the European Union. Further changes concern planning law and environmental law, partly increasing the standards of environmental protection, partly, however, consisting of more controversial issues that provoke criticism.
Der Bericht gibt einen Überblick über wichtige verwaltungsrechtliche Gesetze, die in Deutschland in den Jahren 2005 und 2006 verabschiedet wurden. Im Allgemeinen Verwaltungsrecht ist das Informationsfreiheitsgesetz wichtig, mit dem den Bürgern erstmals ein Anspruch auf Zugang zu Informationen von Bundesbehörden gewährt wird, wenn auch mit erheblichen Einschränkungen. Daneben wurde das Verwaltungszustellungsgesetz novelliert. Im Bereich der Netzwirtschaftsregulierung erfolgten Anpassungen des nationalen Rechts an die Vorgaben der Europäischen Union. Daneben sind verschiedene Änderungen im Planungs- und Umweltrecht verabschiedet worden, die zum Teil den Umweltschutz verbessern, aber auch kritische Punkte aufweisen.
