This short study is based on the discussions developed during the workshop on Financial Inclusion: Services of General Economic Interest in the Banking Sector and Citizen's Rights, which was held in the framework of the EGPL Reunion of 2015. The work underlines the main features of Directive 2014/92/EU of the European Parliament and of the Council, of 23 July 2014, in relation, amongst others, to the access to payment accounts with basic features. The Directive is a tool to fight against financial exclusion in a general European movement that seems to progressively consider some banking activities as services of general economic interest.

Ce bref travail est issu des discussions qui ont eu lieu à l'Atelier sur l'Inclusion financière: services d'intérêt économique général dans le secteur bancaire et le secteur des droits des citoyens, lors de la Réunion du Groupe européen de droit public en 2015. Il souligne les principales caractéristiques de la directive 2014/92/UE du Parlement européen et du Conseil du 23 juillet 2014, sur, parmi d'autres, l'accès à un compte de paiement assorti de prestations de base. Cette directive est un instrument de lutte contre l'exclusion financière, dans un mouvement européen général qui semble considérer de plus en plus certaines activités bancaires comme des services d'intérêt économique général.
